BEIJING -. Governments at the provincial level in China will be given more autonomy over the use of the ground, according to a resolution approved by the State Council, or China's cabinet

The resolution called on the provincial-leve l governments to strictly examine land conversion involving permanent basic farmland and nature reserves.
